Missing from this is a good definition of clouds, a desperately overused word that some people like to conflate with "the internet". In the OpenStack context we're talking about making the concepts of software (automation, encapsulation, configuration) available in infrastructure handling. Initially infrastructure has meant virtual machines, but things like TripleO make it clear that doesn't have to be the case.
