Longer term OpenStack goals:

• Clarifying and contractualizing notifications (see: ImprovingNotifications)
• In-tree functional testing related framework establishment.
• Is messaging bus usage healthy?

Need to flesh these out so that before summit I've made some progress at framing the issues.
