The plan is to create bugs and then address them as needed. The foundation is quite messy. For example the tox targets are too many and confusingly generated to accomplish too much, wrongly.

The pep8 target runs flake8 without hacking so OpenStack style guidelines are not applied.

The packaging doesn't use requirements.txt and test-requirements.txt.

From my own standpoint my preference would be to first get confidence in the tests. Unfortunately this may touch more things than is practical.

Another thing to decided is how to deal with addprotocol and the REST protocol not playing well together (since my change a while back).
