Have a look at composition, TiddlyWiki Classic and TiddlyWiki Five. You need to get the content into place and then make a "comp" of it with the TiddlyWiki application.

You can also use the (policy manager)[/policymgr] to inspect your policies and tiddlers. For tiddlers which are of tiddlywiki format, you'll not be able to see much until you have a working comp, as the tank UI uses markdown.
