Once more into the breach of packstack-dev

• keystone's paste ini is missing, service won't start, copying a version from devstack installation gets past it

After much gyrations made a version of a packstack finally run.

Slope

• stub out configs for master slave redis + sentinel
• confirm sentinel failover
• make packstack make those configs
