Got a review started for adding coordination to puppet-ceilometer.

Which means the next step is integrating checking for something like CONFIG_CEILOMETER_TOOZ_BACKEND in packstack when it calls to create ceilometer. Based on how I did the review above I think CONFIG_CEILOMETER_COORDINATION_URL or something like is better.
